The Hatch Town Dam ha~ <br />been discussed as a proj!;,cl that would be <br />built by the District. <br />Agreements were made with the John- <br />son \Vater District for 24 acre feet of <br />Project water authorizing officers of the <br />District [0 sign the petitions. <br />\Vater releases to maintain minimum <br />flows in the Provo River were discussed <br />by the Board. <br />The Irrigalion and Drainage System <br />was reviewed and the outcome of that <br />discussion revealed that a pressure pipe <br />system be proposed rather than an open <br />canal. This will allow savings of e\.apor- <br />aricn, ~epage. o~ration and maintenance, <br />and would be a gravity flow system. <br />Resolutions of support for the comple- <br />tion of the Central Utah Project were ini. <br />tiated, and support for the Irrigation and <br />Drainage System was al!io expressed. A <br />letter fwm Governor Bangerter to the <br />Utah congressional delegation expressed <br />strong support f('lf the District's irrigation <br />and Drainage plan and encouraged them <br />to incorporate the plan in the new legis- <br />lation. <br />A draft of the State \Vater Plan was <br />made available to directors. Hearings were <br />scheduled and held throughout the State <br />to receiw public input on this plan. <br />The Ute Indian \Vater Settlement bill <br />was submitted to the House in ~brch. <br />:\'egotiations with power interests to <br />reach a compromise to complete the Irri. <br />gation and Drainage portions of the Pro- <br />ject were held in regular meetings with <br />the Upper Basin States and the power <br />representatives. During the last several <br />months, progress has been slow. Discus- <br /> <br />sian of specific items and agreements <br />between the District and public power <br />were brought before members of Con- <br />gress to review the areas of agreement and <br />to encourage their support. .\--luch time <br />has been spent with the Utah <br />congressional delegation and staff in <br />putting together a bill that all fiw <br />congressmen can support. Emphasis \vas <br />placed on the Irrigation and Drainage <br />concerns, noting that they \...ere not <br />limited to just the State of Utah. The <br />Irrigation and Drainage projects were <br />authori:ed by the Colorado River Storage <br />Project by the original legislation. Public <br />power has been included as part of the <br />Project to subsidi:e the Irrigation and <br />Drainage projects. Amendments to the <br />CRSP do not increase the public power <br />obligation and will provide benefits to all <br />parties invoked. <br />At the District's annual meeting, a new <br />president and chairman, vice president <br />and vice chairman were elected. The new <br />president is R. Roscoe Garrett, and the <br />vice president is Leo L Brady. <br />The Board approved an easement for <br />Utah Power and Light to construct a <br />power substation on District Property <br />near the Utah Valley \Vater Treatment <br />Plant. In exchange, Utah Power and Light <br />will prO\'ide backup power at no addi- <br />tional charge. <br />Richard T. Hol:wonh was welcomed as <br />a new member l)f the Board. He repre- <br />sents the Salt lake geographical area, <br />replacin!!
