The Colorado Water Conservation <br /> <br />Board and Reclamation are to be commended for their <br /> <br />cooperative efforts to organize the private laterals in the <br /> <br />Grand Valley into contracting entities. The Council under- <br /> <br />stands that the Board has completed its activity and <br /> <br />Reclamation is to continue with the organizational effort. <br /> <br />Much fine work has been accomplished to date and we urge <br /> <br />that Reclamation not allow any delay in the schedule to <br /> <br />complete the organization of the private laterals. The <br /> <br />Council is pleased that construction on the western portion <br /> <br />of Stage Two is over 80 percent complete. <br /> <br />However, the <br /> <br />Council is extremely concerned with the reduced funding <br /> <br />levels provided due to the Secretary of the Interior's <br /> <br />decision to prioritize funding for other programs and defer <br /> <br />construction funds for salinity control, particularly this <br /> <br />unit. Funding reductions from those recommended by the <br /> <br />Council would appear to preclude the lining of the <br /> <br />associated laterals. Without the lining and improvement of <br /> <br />the laterals, this unit's cost effective USDA on farm <br /> <br />salinity control activities can not be implemented in a <br /> <br />timely and cost efficient manner. <br /> <br />The Council believes that deferral of construction on <br /> <br />Grand Valley is inconsistent with Interior's poJicy of <br /> <br />giving priority to the coapletion of projects already <br /> <br />underway. <br /> <br />-6- <br />
