<br />l-" <br />-J General Comments <br />c.Jl <br />~ The Council commends the Bureau of Reclamation and the <br /> <br />Department of Agriculture on the publication of the jointly <br /> <br />prepared 198; Evaluation Report, The evaL"tion process <br /> <br />continues to improve with refined definition of the salt <br /> <br />load reduction requirements and the projects under study to <br /> <br />meet the salinity objectives of the Forum. <br /> <br />The 198; Joint Evaluation Report carefully addresses <br /> <br />the existing process of establishing priorities for <br /> <br />implementation of the various control units. During the <br /> <br />preparation of the 1988 Joint Evaluation Report, <br /> <br />Reclamation should continue consultation "ith the Forum and <br /> <br />Forum Work Group, describe program changes and the results <br /> <br />of the evaluation process, and revise the implementation <br /> <br />schedule for salinity control ~hich is c8nsistent with <br /> <br />Forum policy and the directives of Congress. <br /> <br />Favorable hydrology during recent years has resulted <br /> <br />in relatively good water quality in the Lower river. If <br /> <br />not for that factor, delays in construction of salinity <br /> <br />control units would have had a greater adverse effect on <br /> <br />the designated uses. <br /> <br />It is not reasonable to assume an <br /> <br />indefinite continuation of good water years, therefore, the <br /> <br />federal agencies should vigorously pursue adequate funding <br /> <br />to carry out the propc,ed salinity control activties as <br /> <br />generally described in the 198; Joint Evaluation Report. <br /> <br />-4- <br />
