l-"
-J General Comments
c.Jl
~ The Council commends the Bureau of Reclamation and the

Department of Agriculture on the publication of the jointly

prepared 198; Evaluation Report, The evaL"tion process

continues to improve with refined definition of the salt

load reduction requirements and the projects under study to

meet the salinity objectives of the Forum.

The 198; Joint Evaluation Report carefully addresses

the existing process of establishing priorities for

implementation of the various control units. During the

preparation of the 1988 Joint Evaluation Report,

Reclamation should continue consultation "ith the Forum and

Forum Work Group, describe program changes and the results

of the evaluation process, and revise the implementation

schedule for salinity control ~hich is c8nsistent with

Forum policy and the directives of Congress.

Favorable hydrology during recent years has resulted

in relatively good water quality in the Lower river. If

not for that factor, delays in construction of salinity

control units would have had a greater adverse effect on

the designated uses.

It is not reasonable to assume an

indefinite continuation of good water years, therefore, the

federal agencies should vigorously pursue adequate funding

to carry out the propc,ed salinity control activties as

generally described in the 198; Joint Evaluation Report.

-4-
