<br />Mana~ement and Bud~et Recommendations <br /> <br />The President's 1988 and 1989 budget recommendations <br /> <br />are a disappointment to the Council. The Council has <br /> <br />~ requested o~~y the minimal funding necessary for the <br />~ <br />~ salinl ty cor.:rol activities requir'd to maintain the <br /> <br />adopted numeric criteria for salinity. Cnlike many other <br /> <br />federal programs, the salinity program provides a <br /> <br />significant ~mount of up-front, non-federal cost sharing, <br /> <br />30 percent ::r Interior programs and 51 percent for <br /> <br />Agriculture programs. <br /> <br />The non-federal participants stand <br /> <br />ready to co~:ribute their upfrcnt share of program costs. <br /> <br />The Council ~rges Reclamation to maintain the budget level <br /> <br />of this vitc~ program and the other federal agencies to <br /> <br />vigorously p~rsue adequate funding to implement their <br /> <br />port'on of :~e salinity program in a timely and <br /> <br />cost-effici~~t manner. <br /> <br />Of cri:ical importance to the success :f the salinity <br /> <br />control pre gram is the continuation of a separate water <br /> <br />quality office within Reclamation to coordinate all federal <br /> <br />activities. In 1975, the Ccmmissioner of Reclamation <br /> <br />responded fc.orably to the request from the Forum regarding <br /> <br />establishme~: of this office, and the Council feels the <br /> <br />progress made to date is in no small part due to the <br /> <br />0xistence of and position of this office in the <br /> <br />organ i zatio~al structu ,'e.
