The Forum included a list of all existing NPDES

permits in the Basin in the "1987 Re,iew - Water Quality

Standards for Salinity - Colorado Ri,er System." In

-J e,aluating the lists of permits, the forum found that the

~ monitoring requirements of a number of permits administered

by each of the three EPA regions with jurisdiction in the

basin, did not contain adequate information to dete'rmine if

the discharges were in compliance with the Forum's "Policy

for Implementation of Colorado River Salinity Standards

through the NPDES Permit Program" (adopted by the Basin

states and approved by EPA).

Because of the lack of

monitoring and reporting requirements. it could not be

determined if the permitee was in compliance with the

provisions of the permit.

It is requested that each EPA

region provide the Forum Work Group with current

information on the status of these per~its, including

monitoring and reporting requirements, so that the question

of cocpliance with Forum policy can be resolved. The Forum

updates the NPDES listing each year and includes that

listing in its annual report on salir.ity control to the

Administrator of EPA and the state water quality control

agencies.

In order for the Forum to complete preparation

of its annual report on schedule, the information on the

NPDES permits must be provided by July 1988.
