<br />The Forum included a list of all existing NPDES <br /> <br />permits in the Basin in the "1987 Re,iew - Water Quality <br /> <br />Standards for Salinity - Colorado Ri,er System." In <br /> <br />~ <br />-J e,aluating the lists of permits, the forum found that the <br />en . <br />~ monitoring requirements of a number of permits administered <br /> <br />by each of the three EPA regions with jurisdiction in the <br /> <br />basin, did not contain adequate information to dete'rmine if <br /> <br />the discharges were in compliance with the Forum's "Policy <br /> <br />for Implementation of Colorado River Salinity Standards <br /> <br />through the NPDES Permit Program" (adopted by the Basin <br /> <br />states and approved by EPA). <br /> <br />Because of the lack of <br /> <br />monitoring and reporting requirements. it could not be <br /> <br />determined if the permitee was in compliance with the <br /> <br />provisions of the permit. <br /> <br />It is requested that each EPA <br /> <br />region provide the Forum Work Group with current <br /> <br />information on the status of these per~its, including <br /> <br />monitoring and reporting requirements, so that the question <br /> <br />of cocpliance with Forum policy can be resolved. The Forum <br /> <br />updates the NPDES listing each year and includes that <br /> <br />listing in its annual report on salir.ity control to the <br /> <br />Administrator of EPA and the state water quality control <br /> <br />agencies. <br /> <br />In order for the Forum to complete preparation <br /> <br />of its annual report on schedule, the information on the <br /> <br />NPDES permits must be provided by July 1988. <br /> <br />-19- <br /> <br />;:...' <br />
