The Council also recommends <br /> <br />that this office, within the reorganized Reclamation, be <br /> <br />responsible for the implementation of the salinity control <br />~ <br />~ program in the Colorado River Basin to meet the mandates of <br />~ <br />~ Congress and control salt loading in a timely manner so <br /> <br />that state-adopted and EPA-approved water quality standards <br /> <br />will be maintained. This office should report directly to <br /> <br />an assistant commissioner or to the deputy commissioner. <br /> <br />This office should include one staff representative from <br /> <br />USDA to coordinate that agency's salinity control <br /> <br />activities ~ith those of Reclamation. <br /> <br />The follo~ing tab~lation contains the Council's <br /> <br />recommendations for appropriations for FY 1989 and FY <br /> <br />1990. <br /> <br />Tentative recommendations for FY 1991 funding to <br /> <br />provide program continuity are also offered. <br /> <br />It is important to note that the Council recognizes <br /> <br />that its budget recommendations, for the ensuing three <br /> <br />years, are not fully c0nsistent with the Forum's <br /> <br />recommended schedule f~r the plan of implementation ~hich <br /> <br />is a part of the state-adopted, EPA-approved salinity <br /> <br />standards. <br /> <br />The Council's budget recommendations are zade <br /> <br />in light of the current federal budget difficulties. <br /> <br />However, the Council hastens to point out that these short- <br /> <br />comings in the current funding levels will have to be <br /> <br />offset by increased funding in subsequent years in order to <br /> <br />maintain a cost effective salinity control program ~hich <br /> <br />will continue to maintain the water quality objectives for <br /> <br />the Colorado River. <br /> <br />-21- <br />
