Box 25007
Denver, Colorado 80225

Dear Mike:

I have received comments from several of the states concerning the
B~l Draft Sinbad Valley Salinity Report you sent the Forum on October
21, 1982. Their comments are short and so I have not attempted to
summarize or interpret them, but rather have given you complete copies
of all of their comments. The enclosed comments are from Utah,
California, Nevada, and Colorado.

In addition, New Mexico called me to indicate that they would not
be preparing comments in writing, nor would they be formally commenting.
Further, they indicated that they do not have technical concern with
the document. They feel the project is some time away from being in
position or being able :0 move ahead co constructio~ because or =any
physical and legal proble~s. They agreed that the Bureau of Land ~~nagement
is perhaps not as well prepared to nove the project ahead as the Bureau
of Reclamation might be.

As we discussed the other day, I remain concerned that there has
not been a clear identification from the commissioner, the director, or
the assistant secretary as to who will take the lead in the Sinbad
Valley effort from this point forward.

Sincerely,

Director

002210

Enclosures
