<br />4 <br /> <br />2.5.2 Short Term. Reclamation's 24-month operation <br />studies, conducted routinely and updated each month or more <br />often as needed, provide the best means of analyzing the <br />short-term impacts of reservoir operation and is the major <br />decision making tool relative to redistributing excess water <br />releases. It provides an opportunity tq closely examine the <br />current year conditions and adjust operational decisions to <br />reflect changes during the year and to ensure the ability to <br />recover to the reservoir vacant storage space on January 1 of <br />the following year that would have occurred under a minimum <br />flood control requirement operation. The 24-month studies <br />provide the tool for quantifying anticipated excess water and <br />for examining river conditions under various water supply <br />scenarios. <br /> <br />-22- <br />
