Beginning preconstruction work on these facilities in fis- cal year 1991 would allow their completion in time for the 1994 irrigation season, instead of 1998 as is now scheduled. ACTION: Request a fiscal year 1991 increase in total program costs of $:.2 million to advance completion of facilities to serve supplemental service lands. (3) Early Delivery of Animas River Water to Proiect Lands Prior to completion and filling of Ridges Basin Reservoir in the year 2000, Project water conveyance facilities would be operated to deliver water from Animas River natural flow Project water rights to project lands. In addition to expedited imple- mentation of 'the Durango and Ridges Basin Pumping Plants, the Long Hollow Tunnel and the Dry Side Canal, a 3-mile long tem- porary conveyance facility through Ridges Basin Reservoir would be needed. (4) Completion of Remainin9 Phase I Laterals for Full Service Lands AS mentioned above, Ridges Basin Reservoir will not be in full operation until about the year 2000. Accordingly, there will not be a full water supply for all supplemental and full service Phase I lands until that time. Pumping plants and laterals for full service lands would be constructed during the 1995 2000 periOd, corresponding to landowner irrigation requ-irements and the availability of Project water supplies, together with wise fiscal management.
