Existing irrigation systems are subject to high <br />water losses and do not generally prOVide pressure for sprink- <br />lers. <br /> <br />Beginning preconstruction work on these facilities in fis- <br />cal year 1991 would allow their completion in time for the 1994 <br />irrigation season, instead of 1998 as is now scheduled. <br /> <br />ACTION: <br /> <br />Request a fiscal year 1991 increase in total program costs <br />of $:.2 million to advance completion of facilities to <br />serve supplemental service lands. <br /> <br />(3) Early Delivery of Animas River Water to Proiect Lands <br /> <br />Prior to completion and filling of Ridges Basin Reservoir <br />in the year 2000, Project water conveyance facilities would be <br />operated to deliver water from Animas River natural flow Project <br />water rights to project lands. In addition to expedited imple- <br />mentation of 'the Durango and Ridges Basin Pumping Plants, the <br />Long Hollow Tunnel and the Dry Side Canal, a 3-mile long tem- <br />porary conveyance facility through Ridges Basin Reservoir would <br />be needed. <br /> <br />',' i <br /> <br />Beginning preconstruction work on these facilities in fis- <br />cal year 1991 would allow completion in time for water delivery <br />during the 1996 irrigation season, instead of 2000 as currently <br />soheduled. <br /> <br />ACTJON: <br />-- <br /> <br />Request a fiscal year 1991 increase in total proqram costs <br />of $3.2 million for early delivery of Animas River water to <br />Project lands. <br /> <br />(4) Completion of Remainin9 Phase I Laterals for Full Service <br />Lands <br /> <br />AS mentioned above, Ridges Basin Reservoir will not be in <br />full operation until about the year 2000. Accordingly, there <br />will not be a full water supply for all supplemental and full <br />service Phase I lands until that time. Pumping plants and <br />laterals for full service lands would be constructed during the <br />1995 2000 periOd, corresponding to landowner irrigation <br />requ-irements and the availability of Project water supplies, <br />together with wise fiscal management. <br />
