<br /># <br /> <br />. <br /> <br />. <br /> <br />BOOKMAN - EDMONSTON ENGINEERING, INC_ <br /> <br />DRAFT - SUBJECT TO REVISION <br />March 22, 1990 <br /> <br />CONCEPT PAPeR <br /> <br />Early Delivery of Animas - La Plata Project Water <br /> <br />Concept <br /> <br />Through collaboration between the Bureau of Reclamation <br />(Reclamation) and the Animas - La Plata Water Conservancy Dis- <br />trict (District), construction of Project water delivery facil- <br />ities would be accelerated in order to provide for interim <br />delivery of water to Project lands in the La Plata River Basin <br />in advance of filling Ridges Basin Reservoir. The District <br />would assume responsibility for implementation of certain <br />Project features under the authority of the Drainage and Minor <br />Construction Act of June 13, 1956. <br /> <br />construction scheduling of specific features and division <br />of responsibilities between the District and Reclamation would <br />be developed in a manner consistent with the previously approved <br />DPR and NEPA compliance documents. Subject to review of such <br />consis~ency, the following conceptual strategies are offered: <br /> <br />(1) Put Reclamation Back on 12-Year Completion Schedule <br /> <br />The Control Schedule developed in 1981, in support of the <br />Indians' water settlement, anticipated completion of construc- <br />tion of Project works during 1999. In order to maintain that <br />schedule, $11.4 million was needed in fiscal year 1990. The <br />1;18ca1 year 1990 budget for the Project is $6.1 million. <br />Because of this $5.3 million shortfall, preconstruct Ion work is <br />being delayed on Ridges Easin Dam, the Durango Pumping Plant and <br />the Ridg~s Basin Inlet Conduit. Although it may not be possible <br />to redress all of the schedule slippage in fiscal year 1991, <br />Reclamation should have the capabil i ty to make up part of the <br />deferred work, particularly on t-eloc8tion of utilities within <br />Ridges Basin Reservoir area. <br /> <br />ACTION: <br /> <br />Request a fiscal year 1991 increase in total program oosts <br />of $2 million to help put program back on the l2-year com- <br />pletion schedule. <br />
