<br /><::> <br />C'~ <br />.c:.. <br />o <br />en <br />CO <br /> <br />-2- <br /> <br />A major study in the Bennett springs area is ongoing and consists of <br />dye tracing that will be used to evaluate waste disposal and waste <br />treatment facilities, mitigate damage from environmental accidents, <br />and ultimately allow better protection of the unique resources of the <br />springs. The Bennett Springs area, near Lebanon, Missouri, is an <br />extremely popular spot for sport fisherman. The details of the study <br />are available, but it is interesting to note that the travel of some <br />of the dyes in underground routes go below, or cross the surface <br />water streams and show up on the other side. In the Winter/spring <br />issue of Resource Review there is a detailed write up on this study. <br />I have a copy by each of your places here at the head table and if <br />you would like to receive future copies of the Resource Review there <br />is a postage paid post card for you to fill in and mail to the <br />Missouri Department of Natural Resources. <br /> <br />statewide the "no net loss of wetlands" is proceeding. An Advisory <br />council is working with state staff in the preparation of a State <br />Wetland Conservation Plan. The Advisory Council is composed of state <br />and federal agencies, and public and private organizations. The <br />Chairman of the Advisory council, Ms. Sarah Hearne Steelman, is also <br />the Deputy Director of the Division of Geology and Land Survey. <br /> <br />The Missouri General Assembly Conference Committee Report on House <br />Committee substitute for Senate substitute for Senate Concurrent <br />Resolution number seven addresses wetlands and the need for the <br />Missouri General Assembly to be involved. Following are quotes from <br />the resolution and specifically the resolves: <br /> <br />"NOW, THEREFORE, BE IT RESOLVED, that any .state <br />department or agency except those with constitutional <br />responsibility for fish, forestry and wildlife <br />resources and those with constitutional responsibility <br />for the joint committee on wetlands of the Missouri <br />General Assembly prior to the establishing of any <br />program which would define, permit, preserve, regulate, <br />or restore wetlands and prior to entering into contract <br />with the federal government, .state agency or any <br />private entity which would have the effect of defining, <br />permitting, preserving, regulating, or restoring <br />wetlands: and <br /> <br />BE IT FURTHER RESOLVED that the President Pro Tem of <br />the Senate and Speaker of the House of Representatives <br />shall each appoint a member of his respective house to <br />serve on the state's Wetlands Advisory Board, composed <br />of state employees and private individuals, who shall <br />regularly inform the joint committee on wetlands of the <br />progress and findings of the advisory board: and <br />
