<br /><.') <br />r-, <br />~ <br />Cl <br />0) <br />00 <br />. <br /> <br />AWRBJ:AC <br /> <br />PIVE MINUTE ACTIVITY REPORT <br /> <br />state ot Missouri <br /> <br />June 5th-6th, 1991 <br /> <br />The Second Missouri River Constituency Meeting, scheduled July 22nd, <br />1991, will have as a focal point a contribution by the Missouri <br />Attorney General. This is of primary importance as litigation <br />continually looms as a problem in the Missouri River Basin. Three <br />significant points are involved in the total package of Missouri <br />River Management: 1) the Annual Operating Plan, 2) the Master Plan <br />(providing for operation policies), and 3) litigation issues. <br /> <br />Hazard Mitigation based on a disaster declaration in May of 1990 is <br />moving forward as 25 grant applications are being considered for <br />submittal to the Federal Emergency Management Agency (FEMA). Grant <br />applications total $925,000 of which $425,000 would be from the FEMA <br />Grant Program. In Missouri the public assistance program and other <br />related programs are administered through the State Emergency <br />Management Agency (SEMA). However, the Hazard Mitigation Grant <br />Program is administered through the Department of Natural Resources, <br />Robert Clark of the Water Resources Program is the state Hazard <br />Mitigation Officer. Mr. R.D. Ross is the Governor's Authorized <br />Representative, and is in the Department of Public Safety. <br /> <br />The Clarence Cannon Wholesale Water commission Filtration Plant, in <br />northeast Missouri, was a focal point on April 19th when the <br />groundbreaking ceremony occurred. More than 300 people attended and <br />the Governor was the featured speaking giving a note of support for <br />the project that has been underway from planning to groundbreaking <br />for 30 years. This track record had an expression of need, finding <br />ways to achieve legal status, engineering feasibilities, and <br />financing. The largest known voter approval of any water project and <br />perhaps any bond issue project in the history of the State was given <br />to the wholesale water project. The approval margin was 93.9%. <br /> <br />The Rolla Groundwater Study is being initiated. The study will <br />determine what affects the pumping of water in and around Rolla will <br />have on the water levels, contamination potential, and resource <br />availability. The study is scheduled to start shortly after July 1, <br />1991. <br /> <br />In the Upper Mississippi River Basin area, the Environmental <br />,Management Program received full funding of $19.455 million for FY <br />1992. This is the first year that the full funding was recommended <br />by the President and Congress. As a side note and for comparison of <br />state participation in FY 1990 the states estimated cost for the <br />Environmental Management program were approximately $830,000. <br />
