Those people designated from the county to <br /> <br /> <br />represent them on the watershed level should have the confidence of the <br /> <br /> <br />?eople in their county and should be in a position to <?eak for their counties. <br /> <br /> <br />4. The l~tershed conservation associations should select from their membership <br /> <br /> <br />~epresentatives to the state Hatershed conservation association. The <br /> <br /> <br />representatives from the watershed to the state association should represent <br /> <br /> <br />uatershed interests rather than the organizations in the area. For example: <br /> <br /> <br />Individuals who are 1-1ell acquainted ~Jith problems of muni.cipalities should <br /> <br /> <br />be selected to serve the area and represent municipalities in the state <br /> <br /> <br />organization. In other ;lords, all uater interests must be represented in the <br /> <br /> <br />state organization. It is essential t~~t those representatives selected from <br /> <br /> <br />the watershed areas to serve on the state association should have the confidence <br /> <br /> <br />of the people in the 1.ratershed as 11ell as in the oounties they represent. <br /> <br /> <br />Furthermore, the, should be in a position to speak for the area they represent. <br /> <br /> <br />5. The state Hatershed c.onservation as~ociation Hill be the focal point from lrhich <br /> <br /> <br />information liill be taJ:en to the Hatersheds and to the county. This group will <br /> <br /> <br />constitute the fact finding body to g~t information relative to water supplies, <br /> <br /> <br />water usage, points of disagreement, and points of agreement and in general <br /> <br /> <br />serve as a cleamng house for the state I s Hater problem. This group can <br /> <br /> <br />function effectively on the basis of sub-co~ittees set up to spocificnlly <br /> <br /> <br />handle various phases of the state-uide progl'aJl1. <br /> <br />\1~~ <br />
