The responsibility for initiating the organization of the Colorado State1:Jater-

shed Conse~vation Association should be a joint activity of the Colorado State

Association of Soil Conservation Districts and the State Agricultural Planning

Committee ,nth the Soil Conservation Service and the State Extension Service

assistinG and acting in an advisory capacity..

2. In organizing this association it is suggested that county associations be

organized first~ Each county agricultural agent is asked to contact representa-

tives of his county agricultural planning committee and soil conservation

districts lnthin his county in order to discuss the watorshed conservation

association idea In th them. I t is requested that these individuals acting as

representatives of the above mentioned organizations serve as a nucleus or

organizational committee in the county. This group should take the lead in

requesting organized groups listed under the ~lorado State Hatershed Conserva-

tion f~sociation plan to designate members to serve on the county committee.

This county cor.unittee should obviously include representatives from as many

of the organizations listed under the Colorado State Hatershed Conservation

Association as possible bec~use all interests must be represented in this

proGram.

1'1'2. ~

3. Each county committee should designate watershed representatives who }ull serve

the count;y- on a ;ratershed committee. For example: the municipalities

Hithin the county should select one man to represent them on the uatershed

committee; the irrigation companies should select one man to represent them

on the watershed committee, the uater users, industri.es, etc., should each

select one representative to represent them on the "~tershed association.
