<br />CHAPTER II <br /> <br />GENERAL APPROACH TO THE WORK <br /> <br />i;~~~', <br />";'.'''' <br /> <br />Professional services contractor <br /> <br />The professional services contractor will be selected by the Water and <br />Power Resources Service from highly qualified firms, institutions, or consor- <br />tium of firms and/or institutions. <br /> <br />Responsibilities <br /> <br />The contractor will provide professional services to investigate and <br />analyze problems and possible solutions to reduce the entry of saline flows to <br />the Big Sandy River. In so doing, he will apply recognized practices 1n <br />geology, hydrology, chemistry, environmental sciences, economics, and general <br />engineering. The contractor will develop structural and nonstructural alter- <br />native plans, including appraisal and possibly feasibility level designs and <br />estimates. He will evaluate recommendations resulting from the public <br />involvement program to determine their effectiveness, and he will be respon- <br />sive to the planning team in developing alternative plans. He will collect <br />appropriate environmental data and assess the environmental impacts of the <br />proposed recommended plans. The environmental data will be of sufficient <br />detail to evaluate the respective merits of alternative plans and to help <br />establish the feasibility of any recommended plans. The contractor will <br />attend meetings and submit reports as required by the contract. <br /> <br />Administration of the Contract <br /> <br />The contract will be administered by the Water and Power Resources Ser- <br />vice. Water and Power will review all reports submitted by the contractor and <br />will determine the adequacy of data presented. <br /> <br />Contractor Reports Required <br /> <br />The contractor will submit a Problem Identification and Quantification <br />Report which will contain his hypothesis or hypotheses and supporting analysis <br />in terms of the physical and chemical processes at work in the area and a dis- <br />cussion of the regional geology and its relationship to the local geologic <br />formations. It will include data and analysis regarding the mechanisms pro- <br />ducing the salts and how and where they are reaching the surface. It will <br />show the flow of saline water emerging, and the tons and chemical composition <br />of salt entering the Big Sandy River. <br /> <br />The contractor will submit appraisal level designs and estimates and <br />environmental evaluation of alternative plans for review by Water and Power <br />and the planning team. <br /> <br />Upon completion of Phase I investigations as determined by Water and <br />Power, the contractor will prepare and submit a report, incorporating the <br />results of all Phase I activities into a single volume.
