<br />~~~I~ d~~78 <br /> <br />wealth and beauty are committed almost irretrievably to a very limited use <br /> <br />after only cursory or limited eva luation. Careful scientific ana lysis must be <br /> <br />made of competing needs and uses before committing large areas to what is in <br /> <br />effect the limited use of small groups of persons. These small groups are almost <br /> <br />without exception persons who do ,not live in or near the areas affected. <br /> <br />The language of S. 702 does not define the boundary of the proposed <br /> <br />Flattops Wilderness specifically. The District did acquire a map from the White <br /> <br />River National Forest Supervisor's office in January 1973, which we believe shows <br /> <br />the same proposed boundary as the December 20, 1972 map referenced (lines 7 <br /> <br />and 8, P. 1) in S. 702. Our comments and a large-scale display map we have <br /> <br />prepared are based upon the boundary line on the map we acquired in January 1973. <br /> <br />On December 11, 1972 the Federal Power Commission entered an order <br /> <br />issuing a 36-month preliminary permit to the Colorado River Water Conservation <br /> <br /> <br />District for the proposed South Fork of White River Project #2647. The District <br /> <br /> <br />applied for the preliminary permit on May 20, 1967. The project is located in <br /> <br /> <br />Garfield and Rio Blanco Counties, Colorado, and affects lands of the United <br /> <br />States within White River National Forest. These lands are along the South <br /> <br />Fork of the White River from Range 89 West at the Meadows, the location of <br /> <br />the District's proposed Rio Blanco Reservoir (131,034 acre feet) to Range 90 West <br /> <br />near the South Fork Campground where the South Fork Reservoir is being studied <br /> <br />as a potential water supply and hydroelectric facility (85,000 acre feet and <br /> <br />13,500 kilowatts).
