The District's Rio Blanco Reservoir site at the Meadows <br /> <br />is left out of the Flattops Wilderness on the S. 702 map. The lands involving <br /> <br />the other potential facilities are inside the S. 702 boundary. The same order <br /> <br />denies a July 5, 1972 motion by an intervenor, the Rocky Mountain Power <br />I <br /> <br />Company, to dismiss the River District's application for the preliminary permit. <br /> <br />A copy of the Federal Power Commission's order is attached as Appendix A to <br /> <br />this statement. <br /> <br />The River District supports the principle of the formation of wilderness <br /> <br />areas as set forth in the Wilderness Act of September 3, 1964 and recognizes <br /> <br />that great care must be exercised in withdrawing lands with their related <br /> <br />resources to wilderness classification where a requirement for a multiple use <br /> <br />for such lands and resources may become apparent in the forseeable future. <br /> <br />At the April 17, 1973 Board Meeting, the Directors of the River District <br /> <br />unanimously passed a motion relating to the proposed Flattops Wilderness Area: <br /> <br />"Supporting the passage by the Congress of the United States <br />of legislation establishing the Flattops Wilderness Area, Routt and <br />White River National Forests, Colorado, including approximately <br />212,716 acres as proposed by the United States Representative <br />James P. Johnson in H. R. 6242 and Senators Dominick and Haskell <br />in S. 702, 93d Congress, 1st Session, with the following exceptions; <br /> <br />" (1) That the South Fork of White River within the <br />Meadows Reservoir basin be included in the <br />wilderness area. <br /> <br />"(2) That no irrigation facilities such as small reservoirs <br />or headgates and ditches be included in the wilderness <br />area unless a special exception allowing maintenance <br />thereof by machinery be included. <br /> <br />-4- <br />
