<br />analysis of the Middle Park Project, for reasons hereinafter ex- <br />plained. <br /> <br />In the 1954 status report no part of the estimated cost <br />was assigned to flood control, recreation, or fish and wildlife <br />benefits. Undoubtedly a part of the construction cost can be so <br />allocated. For the purpose of this summary we have arbitrarily <br />assigned a cost of $1,300,000 as a nonreimbursable item. <br /> <br />The Middle Park Water Conservancy District was organized <br />many years ago as a contractual agency for the projects within <br />Middle Park. Conditional water rights for the project have been <br />secured by the Colorado River Water Conservation District. <br /> <br />The estimated benefit-cost ratio for the project is favor- <br />able, development cost per acre is reasonable, and the additional <br />average annual stream depletion per acre of irrigated land is minimal. <br />The Colorado River Water Conservation District Board has recommended <br />that this project be assigned priority No.3. We are in accord with <br />that recommendation. <br /> <br />The Parshall Project was originally assigned the highest <br />priority in the Middle Park area. Based solely upon the reconnais- <br />sance data available this priority was never justified in the first <br />instance.
