<br />flows in Arizona's streams, The Center's complaint alleges that much of Arizona's riparian vegetation
<br />has been lost due to groundwater pwnping. The Center focuses the complaint on groundwater pwnping
<br />in the Salt River Valley, Pinal County, Santa Cruz Valley, as well as along the Verde and San Pedro
<br />Rivers, The Center is requesting that the Maricopa County Superior Court issue ajudicial declaration that
<br />Arizona has violated the public trust, and require the Department of Water Resources to manage the State's
<br />groundwater resources to preserve the state's watercourses,

<br />Quarterly Status Report of Pending Conrracls

<br />Included in the Board folder is a copy of the quarterly status report of pending contract actions,
<br />dated January 3, 2002, prepared by Reclamation. The Board staff will closely follow Items Nos, 3, 4.5,
<br />13, 14, 15, 18,23,27,29,33,37,40, and 46, Items 4,5, 18 and 40 are associated with miscellaneous
<br />present perfected rights (PPR) and assignment and transfer. Items 13 covers the City of Needles' extension
<br />of its subcontracting authority of the Lower Colorado Water Supply Project water to include Imperial and
<br />Riverside Counties, Items 14 and IS concerns the contract to fund the Department of the Interior's
<br />expenses to conserve the seepage water from the All-American Canal and the Coachella Branch of the A\l-
<br />American Canal. Item 23 concerns the title transfer offacilities and certain lands in the Well ton-Mohawk
<br />Division from the United States to the Well ton-Mohawk Irrigation and Drainage District. Item 27 concerns
<br />the incorporation of provisions in California water districts' contracts to I) quantify the Colorado River
<br />water entitlements for CVWD and liD, and 2) provide a basis for water transfer among California water
<br />districts. Item 33 covers the interstate contractual distribution of Colorado River water through the off-
<br />stream storage of the intentionally created unused apportion and the release of the intentionally created
<br />unused apportionment by the Secretary of the Interior form the Arizona Water Banking Authority to
<br />Southern Nevada Water Authority, Item 37 covers the temporary emergency delivery ofa portion of the
<br />Mexican Treaty water of the Colorado River water to the international boundary in the vicinity ofTijuana,
<br />Baja California via MWD's Colorado River Aqueduct, Item 46 covers the amendatory Colorado River
<br />water delivery contract to include the delivery of 3,500 acre-feet per year of fourth priority water in
<br />Arizona,

<br />On January 11,2002, Reclamation issued its draft IAlIOP EIS to analyze and describe the potential
<br />environmental effects of the proposed action, which is the execution of an Implementation Agreement (I A)
<br />that would commit the Secretary of the Interior to making Colorado River water deliveries to California
<br />entitlement holders in accordance with the terms and conditions of the Quantification Settlement
<br />Agreement (QSA), and related accounting and environmental actions. Public hearings were held on
<br />February 5, 2002, in Blythe, California; February 6, 2002, in Henderson, Nevada; and February 7, 2002,
<br />in Los Angeles, California to receive written or oral comments on the draft EIS, Written comments will
<br />be accepted until March 12,2002,
