Approximately 150 stakeholders <br />from across the Basin attended the symposium, which was held at Bishop's Lodge in Santa Fe, The <br />symposium was well organized and included panel discussions associated with the following topics: <br />(1) achieving consensus in the Colorado River Basin; (2) the Colorado River Delta in Mexico; (3) Salton <br />Sea Restoration; (4) Interstate water banking and marketing; (5) Endangered Species Issues; (6) Indian <br />water rights issues; (7) Dam and Reservoir re-operation; and (8) future trends in the Colorado River Basin, <br /> <br />Assistant Secretary Bennett Raley attended the Symposium and spoke on the first panel regarding <br />achieving consensus on decision-making in the Basin, A copy of Assistant Secretary Raley's comments <br />is included in the Board folder for your information. Additionally, Reclamation Commissioner John Keys <br />spoke on a panel and provided comments following dinner, one evening, Commissioner Keys addressed <br />Reclamation's proposed Colorado River Basin agenda for the next 18 months. The Commissioner focused <br />his remarks on the Secretary's commitment to achieving implementation of the California Colorado River <br />Water' Use Plan, specifically ensuring that the Quantification Settlement Agreement is successfully <br />implemented by December 31, 2002. <br /> <br />Lower Colorado Water Systems Security Conference <br /> <br />As a result of the incidents of September 11'\ Reclamation has scheduled a "security conference", <br />for March 6'h, in Las Vegas, Nevada, to gather and exchange information involving water and power <br />agencies preparedness in the areas of facility security-both water and power. Topics of discussion will <br />include communications, water quality vulnerability, potential for attacks on water systems, and actions <br />taken to date, Included in the handout material is a copy of the notice from Reclamation and the agenda, <br /> <br />Center For Biological Diversity vs, Arizona Department o/Water Resources <br /> <br />Included in the Board folder, is a copy a lawsuit filed by the Center for Biological Diversity, This <br />suit alleges that the Arizona Department of Water Resources has violated the public trust doctrine by <br />failing to protect the state's water resources, specifically the State's groundwater resources and impacts <br />to riverine ecosystems, The plaintiffs allege that the State's surface water and groundwater are <br />hydrologically connected, and that extensive groundwater pumping in adjacent areas depletes surface water <br /> <br />4 <br /> <br />.0 <br />
