<br />. <br /> <br />. <br /> <br />The three major components of the proposed action include the following: (I) Execution of the lA, <br />which specifies changes in the amount and/or location of deliveries of Colorado River water that are <br />necessary to implement the QSA; (2) Adoption of an inadvertent overrun and payback policy (lOP), which <br />establishes requirements for payback of inadvertent overuse of Colorado River water by Lower Basin water <br />users; and (3) Implementation of biological conservation measures to offset potential impacts from the <br />proposed action that could occur to federally listed fish and wildlife species, or associated critical habitats, <br />The proposed biological and conservation measures were developed in the biological opinion for interim <br />surplus guidelines in January 2001, These federal actions are necessary so that California can implement <br />its Colorado River Waler Use Plan and reduce its use of Colorado River water to its basic apportionment <br />of 4.4 mafannually, <br /> <br />Mr. Harris attended the public hearing in Blythe, California, on February 6, 2002, and Mr, Spencer <br />attended the hearing in Los Angeles, California. Approximately 40 people attended the hearing in Blythe, <br />which was conducted by the Bureau of Reclamation, Oral comments or statements were received by three <br />individuals, Comments or statements addressed concerns associated with declining water surface <br />elevations in the river below Parker Dam, salinity of mainstream water delivered to Mexico pursuant to <br />the 1944 Treaty, and potential impacts to backwaters and lakes adjacent to the mainstream (e,g" Three- <br />Fingers Lake, Davis Lake, Martinez Lake, etc,), No comments or statements were presented at the Los <br />Angeles hearing. <br /> <br />Draft Program Environmental Impact Report <br />Implementation of the Colorado River Quantification Settlement Agreement <br /> <br />The Draft Program Environmental Impact Report (DPEIR) was released for public review and <br />comment in early February 2002, This document was prepared by Coachella Valley Water District, <br />Imperial Irrigation District, The Metropolitan Water District of Southern California, and the San Diego <br />County Water Authority, and addresses implementation of the Quantification Settlement Agreement <br />(QSA), The QSA is an essential component ofCal!fornia 's Colorado River Water Use Plan, Comments <br />on the DPEIR are due by March 17, 2002. <br /> <br />Draft Environmental Impact Slatemenl/Reporl <br />Imperial Irrigalion District Water Conservation and Transfer Project Draft Habitat Conservation Plan <br /> <br />The Imperial Irrigation District (lID) released a draft environmental impact statement/report, <br />pursuant to NEP A and CEQA, associated with the lID Water Conservation and Transfer Project and Draft <br />Habitat Conservation Plan. The water conservation and transfer project component of the draft EISIEIR <br />addresses the potential impacts to species and habitats associated with proposed transfers of conserved <br />water from liD to San Diego County Water Authority (SDCW A), Coachella Valley Water District, and <br />The Metropolitan Water District of Southern California, These proposed transfers are essential <br />components of California's Colorado River Water Use Plan, The habitat conservation plan (HCP) <br />elements of the draft document addresses the potential impacts of the transfers on species and habitats <br />within the liD service area, right-of-way of the All-American Canal, and Salton Sea, Comments on the <br />draft EISIEIR are due by April 26, 2002, <br /> <br />6 <br />
