Jicarilla Apache Tribe <br /> <br />Representatives will serve either on the Oversight Committee or on the Biology <br />Committee. <br /> <br />4.2.1 Oversiqht Committee <br /> <br />The Oversight Committee will operate by consensus, will be chaired by the <br />Service and will be responsible for overseeing the implementation of this <br />program. The Oversight Committee will be responsible for review and approval <br />of the recovery program's long range plan, annual work plans, and for <br />providing a forum for resolution of issues and problems that might arise <br />during implementation of the program. It is anticipated that the Oversight <br />Committee will meet at least annually. <br /> <br />Under this program, all implementing parties will carry out the Oversight <br />Committee's recommendations if, in the parties' independent judgment, the <br />recommendations are justified. If any party finds the recommendations are not <br />justified, they will report their position to the Oversight Committee in <br />writing. The Oversight Committee will be given sufficient time to resolve any <br />problems. If issues cannot be resolved at the committee level, those issues <br />will be referred to the signatories to the Cooperative Agreement for <br />resolution. <br /> <br />36 <br />
