<br />o <br /><:::J <br />C., <br />""'" <br />I".fI <br />...~ <br /> <br />4.0 ORGANIZATION AND PROCEDURES <br /> <br />The Recovery program described in this document provides a framework for <br />identifying and implementing those elements outlined in Section 3.0. The <br />intent is to provide for the protection and recovery of listed and proposed <br />fishes in the San Juan River while complementing actions presently being <br />undertaken in the Green and Upper Colorado River subbasins. The organization <br />of the Program and institutional responsibilities are described in this <br />section. <br /> <br />4.1 COOPERATIVE AGREEMENT <br /> <br />The Secretary of the Interior on behalf of the Fish and Wildlife Service <br />(Regions 2 and 6), Bureau of Reclamation, and Bureau of Indian Affairs; the <br />Governors of Utah, Colorado and New Mexico; and the four Indian Tribes will <br />execute a Cooperative Agreement endorsing and adopting the San Juan Basin <br />Recovery Program. The Agreement will incorporate the terms, objectives, and <br />undertakings of that program and will commit each party to its timely <br />implementation. The Cooperative Agreement will be executed under statutory <br />authority of the Endangered Species Act and other appropriate State, Federal, <br />and Tr i ba 1 1 aws. <br /> <br />Water development and environmental groups that choose to participate in the <br />program will enter into supporting resolutions that establish their support, <br />as well as their expectations and responsibilities, for the program's <br />provisions. <br /> <br />4.2 COMMITTEES <br /> <br />Oversight and Biology Committees will be established pursuant to Sections 2 <br />and 4 of the Endangered Species Act, as well as other applicable laws to <br />implement the program.
