Maintain and improve the water quality and/or beneficial uses of selected <br />stream segments identified in the Water Quality Assessment (305(b) Report. <br /> <br />2. Reduce noncompliance of major and sensitive minor wastewater facilities <br />from 21 in 1984 to 16 by June 1989. <br /> <br />3. Reduce noncompliance of drinking water systems from approximately 30 in <br />1984 to 22 by June 1989. <br /> <br />4. Use the compliance strategy to reduce the annual incidence of significant <br />noncompliance among major and sensitive minor wastewater treatment <br />facilities and among drinking water treatment facilities. <br /> <br />5. Implement a comprehensive program for protecting groundwater quality for <br />beneficial uses. <br /> <br />6. Improve control of non-point sources of pollution where such sources are <br />identified as impediments to the attainment of prevailing water quality <br />standards. <br /> <br />, One Year Goals <br /> <br />1. To maintain prevailing stream standards on three priority stream segments <br />by conducting wasteload allocation studies to determine the allocation of <br />pollutant reductions among contributing dischargers and sources. <br /> <br />2. To begin implementation of the Division's compliance strategy, <br /> <br />3. To protect and maintain water quality for beneficial uses by identifying <br />significant deficiencies in at least ten non~complying wastewater <br />facilities and taking initial actions to bring them into compliance with <br />their discharge permits. <br /> <br />4. To protect against the risk of disease from improperly or inadequately <br />treated drinking water by identifying serious treatment deficiencies and <br />taking action to correct at least five systems that threaten public health. <br /> <br />5. To work with the WQCC in establishing a coordinated groundwater protection <br />framework embodied in basic regulations and to implement one or two <br />regulatory measures for selected sources or activities. <br /> <br />6. To define a statewide assessment to prioritize and control non-point <br />sources of pollution and controlling those sources that are impediments to <br />the attainment of ' water quality standards. <br /> <br />-26- <br />
