<br />~, ~ <br /> <br />}' <br /> <br />'_"r..-.,''( '.' <br /> <br />l-' <br />~J PRIORITY OBJECTIVE III: WASTE MANAGEMENT <br />CO <br />*'" <br /> <br />To prevent adverse health impacts and environmental degradation associated <br />with the treatment, storage, and disposal of hazardous and nonhazardous <br />wastes, and the exposure to hazardous substances involved in emergencies and <br />incidents. <br /> <br />Five Year Goals <br /> <br />1. To develop and implement the State hazardous waste management program with <br />comprehensive statutory authority and fiscal resources. <br /> <br />2. To facilitate development of sufficient hazardous waste treatment, storage <br />and disposal capacity in the State to manage the increased industrial <br />waste generation and minimize proliferation of many smaller such <br />facilities. <br /> <br />3. To encourage treatment and recycling of solid and hazardous waste to <br />reduce land disposal requirements. Phase out the land burial of highly <br />toxic, mobile and persistent hazardous wastes for which there are <br />alternative management techniques. <br /> <br />4. To implement response actions at existing, closed or abandoned waste <br />treatment, storage or disposal sites which have been identified as <br />jeopardizing public health or the environment. <br /> <br />5. To upgrade the State's ability to provide technical assistance and <br />response to local governments for emergency incidents involving hazardous <br />substances. <br /> <br />One-Year Goals <br /> <br />1. To begin implementation of the RCRA Subtitle C hazardous waste regulatory <br />program upon delegation from EPA. <br /> <br />2. To develop funding for a non-hazardous waste management program and for <br />resource recovery initiatives. <br /> <br />3. To develop response mechanisms for cleanup of problem waste disposal sites <br />including those eligible for "Superfund" assistance. <br /> <br />4. To develop funding mechanisms to ensure prompt enforcement by both <br />technical and legal staff of hazardous and non-hazardous waste violations. <br /> <br />5. To develop legislative initiatives to provide A) enforcement mechanisms <br />(penalties) for illegal disposal of non-hazardous waste and B) regulation <br />of toxic wastes not regulated as hazardous wastes (i.e., PCB's, asbestos, <br />DBCP) . <br /> <br />-27- <br /> <br />, <br /> <br />" ' ~;, >" "k" :j..Jt <br />
