To determine this
attitude the Distriot recently oonducted a mail survey to find
(1) reasons why individuals have not signed for Ute taps, and
(2) when and if they expeot to become Ute users. A double
postcard type questionaire was mailed to potential, unsigned
Ute users, for whom mailing addresses could be obtained. The
basic mailing list was compiled by appropriate modifications
of the electric billing lists of the Grand Valley Rural Power
Lines Association, and from a mail box survey of certain areas
outside their service area.

On May 9, 1962, 1,120 of these questionaires were mailed.
Of this number, 21 were returned by the Post Office beoause of
insufficient address, leaving a total of 1,099 which were
presumably received by the addressee. Although a total of 371,
or 33.76%, were returned, only 240, or 21.83%, completed that
portion of the questionaire relative to beooming a Ute Water
user at a future date. A tabulation and analysis of these 240
replies is provided in Table A-V.

Table C-I shows the percentage of replies for the various
categories, and then applies this percentage against the total

- 25 -
