It is interesting and significant to <br />note that only 10.LI-2% of the replies received indicated they <br />would never have use for ute water, and that 48.33% will be <br />using ute water by the time the system has been in operation <br />one year. <br /> <br />It can logically be expected that the individuals who have <br />the strongest feelings, both for and against ute Water, would <br />be most likely to complete and return the questionaire. This <br />assumption makes the replies even more impressive when it is <br />realized that the vast majority of ute supporters have already <br />signed a ute tap agreement. It will be noted that although <br />no really logical reason exists for discounting these figures, <br />the table includes a column which shows an 80% calculation of <br />this indicated number of users. Even based on the conservative <br />80% figure, the questionaire indicated that 590 of the now <br />existing potential users will be ute users within the first <br />year after water becomes available. <br /> <br />Another item which tends to lend conservatism to the <br />analysis is the direct application of a percentage to the 37 <br />users who h~d previously executed a Ute agreement. It seems <br />very probable that virtually any existing contractees who <br />received the questionaire would immediately inquire at the Ute <br />office in order to assure themselves that the office had a <br />proper record of their agreement and tap fee. Actually, no <br />such errors were found to exist, and the duplications primarily <br />resulted from instances where the REA billing was addressed to <br />a different member of the family than that indicated in the <br />Ute files. <br /> <br />Complete records have been kept on this survey, ino1uding <br />the mailing list, the names and addresses of those returning <br />the questionaires, and the replies which were received. A copy <br />of the questionaire form is prOVided in the supplement at the <br />end of this report. <br /> <br />There will undoubtedly be other changes and developments <br />which will affect the water requirement for the district. Up <br />to this timo most of these possibilities are intangible.
