DEPARTMENT o' the fHTERIOR
o ~ra~)(W7
APR 23 1984

--
tl:)
N
("":

For Immediate Release

n news release

U April 20,1984
COLORADO WATER 0 Walsh (602) 261-4327
C~YiSERVATIO~J BOARD

BUREAU OF RECLAMATION
Arizona Projects Office
Phoenix, AZ

r~ ,

c

RECLAMATION LOCATES EAGLE NEST
IN CLIFF DAM RESERVOIR SITE

The Bureau of Reclamation last week confirmed the existence of an

eagle nest in the reservoir area of Cliff Dam, a feature of Plan 6 on

the Central Arizona Project (CAP), located on the Verde River in Arizona,

Secretary of Interior William Clark announced today.

Clark noted that Reclamation has funded a nest watch program in the

area since 1983 in conjunction with the Central Arizona Water Control

Study (CAWCS). The U.S. Forest Service has been the lead agency in that

effort, he added.

The Forest Service notified Reclamation in late March that eagles had

been seen in the area, but no nest had been located. Subsequently, a nest

watch observer, funded by Reclamation, located the nest April 12, 1984.

"We are now trying to gather data about the nest's occupants - what
they eat, where they forage, the nesting chronology," Bill Plummer,
Regional Director of the Bureau of Reclamation, said. "We'll use this
information to fully assess what impact construction of Cliff Dam would
have on this nest and what alternatives are available to avoid any impacts.

"We also will ask the U.S. Fish and Wildlife Service for a formal
consultation under Section 7 of the Endangered Species Act. Under this
process, we identify what we feel the impacts of construction would be.
The Fish and Wildlife Service then determines whether or not construction
would jeopardize the eagle population, and what reasonable and prudent
alternatives could be taken to avoid identified impacts. This will delay
any action on a National Academy of Sciences review of the mitigation
plan that Secretary Clark announced on April 3."

In announcing is approval of Plan 6 on April 3, 1984, Secretary Clark
specified that preconstruct ion activities on Cliff Dam would be delayed
six months for additional review.

(continued)
