The Memorandum of <br />~ Understanding call s for: <br />t:! <br />~. __ The creation of a technical team formed of Federal and non-Federal <br />~ representatives under direction of the National Academy of Sciences. <br /> <br />," <br />_. <br /> <br />__ The preparation of an inventory of existing criteria in use by Federal, <br />State, and private agencies in the desiqn of dams, with particular focus <br />on spillway capacities and earthquake hazards. <br /> <br />The development of alternative criteria for establishing a minimum level <br />of safety at federally designed, constructed or operated dams. <br /> <br />The preparation of a comparative evaluation of the alternative criteria. <br /> <br />ThE' National Academy Study is expected in December. <br /> <br />The President's Fiscal Year 1985 Budget reQuest contains $7.2 million for <br />desiqn-related work on the project. <br /> <br />Construction work on features of Plan 6 cannot beqin before 1987, when desiqns <br />are compl eted. <br /> <br />The Department of the Interior will soon forward a Safety of Dams modification <br />report to the Office of Management and Budget and will proceed with specific <br />Safety Of Dams activities at Bartlett, Horse Mesa, and Mormon Flat Dams. <br /> <br />Total estimated cost of Plan 6 construction is $1.053 billion. This includes <br />$17.5 million for SOD modifications for Bartlett, Horse Mesa, and Mormon Flat <br />Dams. <br /> <br />The Central Arizona Project was authorized on September 30, 1968. The <br />principal purpose of the project is to furnish water for irriqation, <br />municipal, and industrial use in central Arizona and western New Mexico <br />through the importation of water from the Colorado River and conservation of <br />local surface waters. <br /> <br />Recause of the size and complexity of the Central Arizona Project, it has been <br />divided into severa' features serving senarate but interrelated functions. <br />Except for Tucson Aqueduct Phase R, the main aqueduct system is currently <br />under construction. Granite Reef Aqueduct is expected to be in operation in <br />1985. <br /> <br />In 1968, Conqress authorized the constrllction of Orme Dam, or a suitable <br />alternative,' to provide regulatory storage for the nroiect and flood control <br />for Central Arizona. <br /> <br />A draft EIS for Orme Dam in 1976 generated many serious objections includinq <br />the flooding of much of the Fort McDowell Indian Reservation. Flooding in the <br />Phoenix area increased public concern. In July 1978, a new study -- the <br />Central Arizona Water Control Study -- was bequn by the Bureau of Reclamation <br />to find a solution. <br />
