<br />. <br /> <br />. <br /> <br />~ <br />.If) <br />r:\J <br />t"'J <br /> <br />FACT SHEET - CENTRAL ARIZONA WATEIl CONTROL STUDY <br /> <br />c.:. <br /> <br />The Central Arizona Water Control Stut!y was undertaken after lIub1ic cOlll11ent on <br />the Draft Environmental Impact Statement for Orme Dam revealed considerab1~ <br />public concern over the environmental, economic, and social impacts of the <br />project. <br /> <br />Todays decision on plan implementation is the result of 5-1/2 years of <br />intensive study and widespread public cOlll11ent. The Central Arizona Water <br />Control Stut!y is the largest public involvement effort ever undertaken by the <br />Bureau of Reclamation. <br /> <br />Nine plans were studied by the Bureau of Reclamation during the process of <br />making its recolll11endations. Six plans were presented for review, plus a "no <br />action" plan. <br /> <br />The decision represents an adoption of Plan 6. <br /> <br />Plan 6 allows for regulatory storage to onerate the Central Arizona <br />Project in the most efficient manner and permits the State of Arizona to <br />more comnletely utilize its Colorado River entitlem~nt. <br /> <br />Plan 6 also orovides flood control benefits ant! safety of dams work. <br /> <br />The ma,ior comllonents of Pl an 6 are New Waddell Dam on th~ Agua Fri a <br />River, modification of Roosevelt and Stewart ~ountain Dams on the Salt <br />River, and Cliff Dam on the Verde River. <br /> <br />Cost sharing is a necessary element in our efforts to accomplish Plan 6. <br />President Reagan on January 24 outlined the Administration's policy o~ <br />cost sharino -- seeking new partnership arrangements with States and <br />other non-Federal interests, whereby project beneficiaries should <br />ultimately bear a substantial part of the cost;~roject development. ~s <br />for safety problems at Federal dams, the PresidE'nt sait!, "The cost of <br />safety work should be borne by the Federal Government. However, if <br />additional economic benefit results from the modification, aonropriatE' <br />cost sharing among the beneficiaries shall be allocated by the Secretary." <br /> <br />The initiation of preconstruction activities on Cliff Dam will have to <br />wait until a study to review and evaluate issues concerning potential <br />impacts caused by its construction is completed. This report is to be <br />submitted within 180 days. <br /> <br />The Department of the Interior will proceed with the ~esign and sl\ecifications <br />for New Waddell, Stewart Mountain, and Roospvp1t Dams as caoabi1ity permits. <br /> <br />All designs and specifications will include the recolll11endations from the <br />National Academv of Sciences study on ris~ analysis as aOnroved by the <br />Secretary of Interior. <br /> <br />March 30, 1984 the Rureau of Reclamation and the Army Corps Of Enoineers <br />entered into a Memorandum Of Understanding providing for joint fundinq and <br />direction of a study to develop criteria for Dam Safety t!esignation, as set <br />
