Nine possible options were developed by the Bureau

of Reclamation for consideration. The CAP is scheduled to commence water

deliveries to Phoenix late in 1985 and to Tucson by 1991, carrying an average

of 1.2 million acre-feet per year upon completion, and reducing over-reliance

on rapidly depleting ground water supplies.

Benefits will include protection of the Phoenix metropolitan area from

floods such as those which have plagued it in recent years, plus regulatory

storage to ensure dependable water delivery to the entire CAP service area,

including Tucson and several Indian reservations. Plan 6 also will resolve

potential problems involving safety of existing dams on the Salt and Verde

Rivers.

Construction work on features of Plan 6 cannot begin before 1987. This

will permit completion of designs and specifications for the initial structures.

The total estimated cost of Plan 6 construction is $1.053 billion, including

$17.5 million for Safety of Dams modifications to Bartlett, Horse Mesa and

Mormon Flat Dams.

Orme Dam, or a suitable alternative, was
provide regulatory storage and flood control.
draft environmental impact statement prepared
substantial concerns about its environmental,

authorized as part of the CAP to
However, public response to a
on the dam in 1976 indicated
economic and social impacts.

The Central Arizona Water Control Study which led to today's decision was
initiated by Reclamation in an effort to provide consensus on what should be
done to resolve the storage and flood control problems. Several options,
including Orme Dam, were examined during the study. Safety of Dams studies
underway on the Salt and Verde River structures were also incorporated into
the study.

In November 1981, Plan 6 was identified as the Bureau of Reclamation's
preferred alternative to resolve the problems. Reasons cited were the plan's
strong local support, ability to meet the statutory obligations required by the
authorizing legislation, and the fact that it did not adversely impact Indian
lands.

###
