"It reflects a consensus among

State, local and Federal interests for resolving a very complex set of problems.

We can now look forward to completing the task begun 40 years ago, when the

State of Arizona and Federal Government began working together to develop this

vast water resources project."

In accordance with Administration policy for water projects, agreements

will be negotiated between the Bureau of Reclamation and CAP beneficiaries to

share the added costs arising from the adoption of Plan 6. Under that policy,

costs that are attributable wholly to safety of dams work will be borne by

the Federal Government.

Plan 6 includes construction of New Waddell Dam on the Agua Fria River,

Cliff Dam on the Verde River, and modification of Roosevelt and Stewart Mountain

Dams on the Salt River. Secretary Clark said his decision on Plan 6 included a

provision to delay preconstruct ion activities on Cliff Dam for 6 months to

allow further study and review of that portion of the plan.
