Morgan, P.E., summarized his responsibilities as <br />the State Engineer, Utah Department of Natural Resources, Salt <br />Lake City, Utah. Mr. Morgan advised AWRBIAC that his agency <br />actively inspects 599 structures of which 166 are rated high <br />hazard and inspected on an annual basis. The State Engineer, Mr. <br />Morgan stated, has statutory powers to limit storage or to breach <br />structures that threaten life or property. Mr. Morgan <br />highlighted his involvement with dam safety as a member on the <br />Board of Directors of the Interstate Conference on Water Policy <br />(ICWP) . <br /> <br />State. .of. Hi.llso\J..:r:~ <br /> <br />Dr. Frederick A. Brunner, Director, Missouri Department of <br />Natural Resources, presented an overview of the history of the <br />dam safety program in the State of Missouri. Dr. Brunner stated <br />that Missouri has one of the highest number of dams in the United <br />States. Dr. Brunner explained that diligent work has been done <br />in two areas to provide better funding and education of <br />legislators and citizens to the need for a broad comprehensive, <br />scientifically and technologically sound dam safety program. <br />Although the Missouri Department of Natural Resources has had <br />limited funding and staff, Dr. Brunner advised AWRBIAC that the <br />Department has been instrumental in improving dam safety in <br />Missouri by enforcing the permit procedure and responding to <br />emergency situations. Improving dam safety is the primary <br />objective of this program and, according to Dr. Brunner, will <br />continue to take a cooperative effort by the program staff, <br />private engineers, and dam owners to bring all of the existing <br />dams in the state into compliance with the law. <br /> <br />Mr. Brian Swenty, Dam and Reservoir Safety Program, Missouri <br />Department of Natural Resources, discussed implementation of the <br />Missouri dam reservoir safety law and regulations as well as <br />technical issues being addressed in the state. Mr. Swenty <br />summarized a computerized dam inventory of Missouri dams which is <br />available upon request to interested persons. Also discussed by <br />Mr. Swenty was the appointment by the Governor of a seven member <br />council with multiple responsibilities which include the <br />interpretation of law, formulation of rules and regulations, <br />conduct enforcement hearings and exemption approval. <br />
