Operated for its authorized purposes of' water oonservation and

stream flow regulation, to the ends that flood waters and winter flows pre.

viously wasted may be most fully oonserved for increased use. and water

supplies may be used most benefioially. the irrigation pool in Caddoa re.

servoir will convert a large share of the l"Jaters previously diverted in win-

tel' months by ditohes in Water District 67 to more beneficial use by them

in summer monthsJ and, when water is impounded in the irrigation pool, the

priority rights of ditohes in Water Distriot 67, being thereby satisfied,

oannot be asserted as against appropriators in upstream distriots. and will

not serve to apportion among the ditohes of Water Distriot 67 the water

supplies of the river below Caddoa as modified by storage in and release

of water from the irrigation pool.

The plan of operation and administration herein proposed contem-

plates that.
(I) When the irrigation pool in Caddoa reservoir is empty, the

water supplies of the Arkansas River below Caddoe., inoluding the so-called

natural river flow passing through Caddoa dam. and the tributary inflows,

return flows end other aocretions to the river be low Caddoa, shall be ap.

portioned among the several ditohes along too river in Water Distriot 67

in acoordanoe with their decreed priority rightsJ and
(2) At all other times, the water supplies of the Arkansas River

below Caddoa. including supplies released from the irrigation pool for

diversion by ditohes in Water Distriot 67, but not including supplies re-
