District 67 Relations (Cont1d) <br /> <br />and as though the Caddoa project had not been oonstruoted. <br /> <br />Operated for its authorized purposes of' water oonservation and <br /> <br />stream flow regulation, to the ends that flood waters and winter flows pre. <br /> <br />viously wasted may be most fully oonserved for increased use. and water <br /> <br />supplies may be used most benefioially. the irrigation pool in Caddoa re. <br /> <br />servoir will convert a large share of the l"Jaters previously diverted in win- <br /> <br />tel' months by ditohes in Water District 67 to more beneficial use by them <br /> <br />in summer monthsJ and, when water is impounded in the irrigation pool, the <br /> <br />priority rights of ditohes in Water Distriot 67, being thereby satisfied, <br /> <br />oannot be asserted as against appropriators in upstream distriots. and will <br /> <br />not serve to apportion among the ditohes of Water Distriot 67 the water <br /> <br />supplies of the river below Caddoa as modified by storage in and release <br /> <br />of water from the irrigation pool. <br /> <br />The plan of operation and administration herein proposed contem- <br /> <br />plates that. <br />(I) When the irrigation pool in Caddoa reservoir is empty, the <br /> <br />water supplies of the Arkansas River below Caddoe., inoluding the so-called <br /> <br />natural river flow passing through Caddoa dam. and the tributary inflows, <br /> <br />return flows end other aocretions to the river be low Caddoa, shall be ap. <br /> <br />portioned among the several ditohes along too river in Water Distriot 67 <br /> <br />in acoordanoe with their decreed priority rightsJ and <br />(2) At all other times, the water supplies of the Arkansas River <br /> <br />below Caddoa. including supplies released from the irrigation pool for <br /> <br />diversion by ditohes in Water Distriot 67, but not including supplies re- <br />
