In the future, V<hen <br /> <br />the irrigation pool is empty and so-called natural f'10w conditions prevail <br /> <br />along the river. the priority rights of' ditches in Water District 67, as <br /> <br />against each other, and as against appropriators in upstream Water Dis- <br /> <br />triots, must be administered under tlv3 laws of Colorado, as in the past, <br />
