Recognition of Kansas Interests (Cont'd) ino IUdiog operations of tlll irrigation pool in the Caddoa project, as to maintain the said pre-Caddoa interstate relations; - provided the.t the said interstate relations, though defined for convenience as a fixed peroent, may vary from day to day, month to month, season to season, and year to year, and by cycles of years. in the same manner and to the sllllle extent, in the future, as in the past, prior to the oonstruction of the Caddoa pro- jeot; and provided further. that at times when too irrigation pool is empty the priority rights of all appropriators along the Arkansas River in Colo- rado, both above and below the Caddoa projeot. shall be administered. in ao- oordance with said priority rights. as in the past, and as though the Cad- doa projeot had not been oonstruoted, and at such times no appropriator. water user. ditch. reservoir or cther olaimant in Colorado shall be denied or limited in his or its right of diversion or use of' water in order to supplement or inorease the Stateline f'low tron entering Kansas. It is expected that, by reason of operations of the irrigation pool in Caddoa reservoir. additional quantities of water will at times be- come available for inoreased use from the Arkansas River) that inoreased quantities will at times be diverted by ditches in Colorado, and be sp- plied to lends along end adjoining the river in that State; and that, as a result. the return flows to the river will increase, and the stream flows, including the Stateline flows entering Kansas, will thereby be further stab- ilized and improved with benef'it to irrigation interests in Kansas.
