Reoognition of Kansas Interests. <br /> <br />To avoid disturbing to the injury of JJmsas the relations between <br /> <br />the two States, with respeot to water supplies of the Arkansas River, which <br /> <br />prevailed prior to the oanstrootion of the Caddoa projeot. and to provide <br /> <br />for a proportionate division between the two States of suoh additional sup- <br /> <br />plies as may beoome aVll.ilable for inoreased use through operations of said <br /> <br />project. it is proposed. <br /> <br /> <br />(1) To define the said pre-Caddoa interstate relations in terms <br /> <br /> <br />of. (a) the divertible and usab Ie Stateline flows entering Ka.nsas during <br /> <br />the years 1908 to 1942 inolusive, as a percentage of. (b) the ooncurrent <br /> <br />diversions from the Arkansas River. e::olus i ve of supplies imported from <br /> <br />other stream systems, of all irrigating; di tohes in \-later Districts 14, 17 <br /> <br />and 67 in Colorado: and, <br /> <br />(2) By agreement between representatives of'the said ColoradO <br /> <br /> <br />Cfitohesand off1olais oftheustB.te-~ to-so regulate-the praoHses inColorado-;-- - <br />
