Publio Nature. <br /> <br />The Caddoa Project was authorized by. Congress for oonstruotion by <br />the United States, War Department. Corps of Engineers, to provide for. (1) <br />flood oontro1, and (2) irrigation, along the Arkansas River in Colorado and <br /> <br />Kansas. <br /> <br />By ~ of preliminary explanation, note that, <br /> <br />(a) After its authorization by Congress its offioia1 name was <br />changed to the "John MClrtin Reservoir Project." whioh inoludes Caddo a dam <br />and reservoir; with whioh these memoranda are ooncerned, and other appur- <br />tenant works. whioh herein are ignored. <br /> <br />(b) Cs.ddoa dem is located in Colorado about 58 miles by river up- <br />stream from the State line between Colorado and Kansas. Tributary to and ad- <br />joining this stretoh of river there are 6.448 square miles of catohment or <br />drainage area in Colorado. the runoff from whioh oannot be controlled, regu- <br />lated or oonserved by the Caddoa project. <br /> <br />(c) Caddoa rnun is now oonstructed, and is complete exoept for <br />certain flood-control gates later to be installed, at some unoertain future <br />date, at the orest of the constructed cODOrete spill"'-y. <br /> <br />(d) The Caddoa project is a public improvement oonoerning whioh <br />there ere no repayment obligations, either for flood oontrol or irrigation, <br />on the part of 100a1' benefioiaries in either State. <br /> <br />(e) Caddoe. reservoir is unique, and differs fr'om all other re- <br />servoirs'in Colorado, in that it is a publio iJnprovement, in whioh there <br />are no private rights. but in whioh two states have interests. <br /> <br />6. Authorized Purposes. <br /> <br />To provide for the authorized dual-purposes of (1) flood control <br /> <br />and, (2) irrigation, the storage spaoe in Caddoa reservoir, as Caddoa de.Jn <br /> <br />is now construoted. and as it may lo.ter be enlar ged by t he installation of <br /> <br />flood oontro1 gates, is divided into an upper flood-pool and a lower irri- <br /> <br />gation pool. <br /> <br />(1) The storage space reserved for flood oontrol. oommon1y termed <br />
