(Cont'd) <br /> <br />the pre-Caddoa period 190:'-1942) between the diversions of ditches along the <br /> <br />Arkansas River (i.e., in Water Distriots 14, 17 and 67) in Colorado, and the <br /> <br />oonourrent divertible and usable Stateline flows entering Kansas. It is <br /> <br />therefore proposed, as one governing feature of the plan of operation and <br /> <br />administration. to define the said interstate relations in that manner, and <br /> <br />to so regulate the pr,otises in Colorado, inoluding operations of the Caddoa <br /> <br />projeot. as to maintain the said interstate relations in the future. <br /> <br />(d) By way of explanation, water supplies imported from other <br /> <br />stream systems to the Arkansas River by water users in ColoradO, should be <br /> <br />exoluded from the aggregate diversions of ditohes in ColoradO, both during <br /> <br />pre-Caddoa and future periods. While the proposed plan intentionally ex- <br /> <br />eludes Kansas from sharing in inoreased future importations, it may here be <br /> <br />noted that. since return flows redi verted from the river are inc luded among <br /> <br />the aggregate, Colorado diversions. Kansas will inevitably benefit to the <br /> <br />extent of its proportionate share of whatever rediversions are made in Colo- <br /> <br />rado of return flows to the river resulting from initial utilization of in- <br /> <br />oreased amounts of imported waters. <br /> <br />(e) ~anifestly. the proposed plan will assure Kansas. first. that <br /> <br />supplies 'of ve.ter reretofore used in that State will not be diminished. in <br /> <br />the future. by reason of increased diversions from the Arkansas River in <br /> <br />Colorado; end second. that of suoh additional supplies as may beoome avail- <br /> <br />able for inoreased use in both States. by reason of the oonstruotion and <br /> <br />operation of the Caddoa projeot. the irrigation interests of Kansas will re- <br /> <br />oeive their proportionate share thereof. <br />
