The Act
authorizes the Secretary of Agriculture to cooperate with federal, state and
local governments in appraising water and land resources and formulating alter-
native plans for conservation, use and development. These studies which deal
with specific needs of the requesting federal or state agency are consistent with
the mission and responsibilities of the U. S. Department of Agriculture (USDA).

Survey Reports

The CRBS reports identify and describe the nature of water and land resource
problems, identify and describe rational.means of alleviating these problems, and
identify the recommended time frames for initiating recommended remedies; the
elements included in any particular report are determined by the needs expressed
by the agency requesting the study. The studies and resultant reports will
identify any USDA project-type and related programs which can address the identi-
fied problems or needs.

iv

~
