The report presents <br />detailed data and supporting information on the soundness of the plan <br />of improvement, economic analysis, engineering design and adequacy of <br />cost estimates. The detailed project report will provide a basis for <br />orderly detailed design, preparation of plans and specifications, acquisi- <br />tion of lands, and negotiation of relocation agreements for the project. <br /> <br />Survey Investigation Reports <br /> <br />The reports are prepared pursuant to specific Congressional authorization to <br />determine the engineering, environmental and economic feasibility of adopting <br />federal~rojects or modifying existing projects for navigation, flood control, <br />beach erosion control, and related water resource developments. Such studies <br />determine the proper scale and scope of developments, the degree of economic <br />justification, and the equitable sharing of costs and responsibilities by federal <br />and non-federal interests. Upon completion, the reports are submitted by the <br />Chief of Engineers through the Secretary of the Army to Congress for Congres- <br />sional action. <br /> <br />Brief Letter-~Jpe Reports <br /> <br />Brief letter-type reports are prepared at field level and submitted in lieu of <br />survey and detailed project reports when detail studies are clearly not warranted, <br />and local interest in a project is lacking or the probabil1ty of local cooperation <br />is remote. When an unfavorable recommendation is based on a lack of justification, <br />concise information on benefits and costs and their relation will be included in <br />the letter report. <br /> <br />Design Memoranda <br /> <br />General Design Memorandum (GDM) is prepared for each authorized construc- <br />tion project to either reaffirm the survey report recommendations or to <br />provide the basis for reformulation and reevaluation of the project in <br />the light of current conditions. It also serves as a basis for deciding <br />on the advisability of proceeding with further studies. <br /> <br />iii <br />
