Feasibility Reports

Feasibility reports are prepared pursuant to specific Congressional autho-
rization to determine the engineering, environmental and economic feasibil-
ity of adopting Federal projects or modifying existing projects for naviga-
tion, flood control, beach erosion control, and related water resource
developme&ts. Such studies determine the proper scale and scope of devel-
opments, the economic justification, and the equitable sharing of costs
and responsibilities by Federal and non-Federal interests. Alternative
solutions to the identified problems are formulated, and the National
Economic Development (NED) plan is identified. Upon completion, the re-
ports are submitted by the Chief of Engineers through the Secretary of
the Army to Congress for Congressional action.

Definite Plan Report

A definite plan report presents the findings and conclusions of such
further investigations as are necessary to determine the detailed plan of
development for a project. This report is usually completed during the
period between autllorization and the initiation of construction, and is
used primarily by the Bureau of Reclamation as the basic control for the
proper and orderly development of the project.

Reconnaissance Reports

Reconnaissance reports are prepared for both Detailed Project Reports
(DPRs) amd Feasibility Studies. Authority for the preparation of small
navigation, flood control, and beach erosion control reports (DPRs) is
delegated to the Secretary of the Army and the Chief of Engineers. DPR
studies and projects are not specifically authorized by Congress. They
are subject to limitations of the Federal cost for each individual pro-
ject and to the annual program for each type of project. Current limita-

The purpose for the reconnaissance report for small projects as well as
for those specifically authorized by Congress is to determine the need
for additional studies. This determination is based on the likelihood
of developing, through additional studies, an engineeringly feasible,
economically justified and environmentally acceptable project. A favor-
able Reconnaissance Study finding will result in the preparation of either
a DPR (under the small projects program) or a Feasibility Report (for
studies authorized by Congress),
