AND THE STATES <br /> <br />J..EVEI..S OF PLANNING - lIRC DEFINITIONS <br /> <br />The Water Resources Council Prillc1ples and Standards which became <br />effective 25 October 1973, defines the different levels of plRftfti~g as <br />stated below: <br /> <br />A. Framework Studies and Assessments <br /> <br />Framework studies and assessments are the evaluation or appraisal on <br />a broad basis of the needs and desires of people for the conservation, <br />development, and utilization of water and land resources and. will identify <br />regions or basins with complex problems which require more detailed <br />investigations and analysis, and may recommend specific implementation <br />plans and programs in areas not requiring further study. They will <br />consider Federal, State, and local means and will consider hoth national <br />economic development and environmental quality objectives. <br /> <br />B. Re2ional or River Basin Plans <br /> <br />Regional or river basin plans are reconnaissance-level ~aluation of <br />water and land resources for a selected area. They are prepared to <br />resolve complex long-range problems identified by framework studies and <br />assessments and will vary widely in scope and detail; will involve Federal, <br />State, and local interests in plan formulation; and will id~ntify and <br />recommend action plans and programs to be pursued by individual Federal, <br />State, and local entities. They will consider both national economic <br />development and environmental quality objectives. <br /> <br />C. IIIlt>lementation Studies <br /> <br />Implementation studies are program or project feasibility studies <br />generally undertaken by a single Federal, State, or local entity for the <br />purpose of authorization or development of plan implementation. These <br />studies are conducted to implement findings, conclusions, and recommendations <br />of framework studies and assessments and regional or river basin studies <br />which are found to be needed in th~ next 10 to 15 years. A$ with framework <br />studies and regional or river basin plans, they will consider both national <br />economic development and environmental quality Objectives. <br /> <br />DEPARTMENT OF THE INTERIOR, Bureau of Reclamation <br /> <br />Appraisal Report <br /> <br />The appraisal report presents, on the basis of office study of existing <br />data and a minimum of reconnaissance field surveys, information on the <br />potentialities of land and water r~source development in a given area. <br />The main purpose and use of this tyPe report is to indicate whether <br />further detailed investigations ar~ justified and, if so, the scope of <br />such investigations. <br /> <br />i <br />
