<br />. <br /> <br />. <br /> <br />Bypass Flow to Mexico <br /> <br />, <br /> <br />Last month the Board discussed a letter that was sent to Reclamation by various environmental <br />organizations concerning the status ofthe "interim period" with regards to the lining of the first 49 miles <br />of the Coachella Canal. During the meeting, the Board discussed the desirability of sending a letter to <br />Reclamation outlining its views on the issues raised in the letter from the environmental organizations. <br />Included in the Board folder, for your information, is a copy of the Board's August 1,2001, response <br />to that letter. In its response the Board agreed with the environmental organizations that the "interim <br />period" is still in place. However, it disagreed with them that a Solicitor's opinion on this matter is <br />warranted and that Reclamation should cease all studies evaluating alternatives to replace the bypass <br />, flows from the Wellton-Mohawk Irrigation and Drainage District. In fact, the Board encouraged <br />Reclamation to identify and evaluate all feasible options to replace these bypass flows. <br /> <br />Bypass Alternatives/Recovery Alternatives <br /> <br />As has been discussed at previous Board meetings, Reclamation is attempting to find a source <br />of water to replace the water that is currently flowing to Mexico in the Bypass Drain. Included in the <br />handout material are copies of the meeting notice and agenda for a meeting called by Reclamation to <br />further discuss alternative methods to account for conserved water and alternatives to obtain water to <br />replace the bypass flows. This meeting will be held on August 28th following the Colorado River <br />Management Work Group meeting. <br /> <br />California's Colorado River Water Use Plan <br /> <br />Colorado River Quantification Settlement Facilitation Act <br /> <br />The Colorado River Settlement Facilitation Act, H.R. 2764, was introduced by Congressman <br />Duncan Hunter of San Diego, and referred to the Committee on Resources in the House of <br />Representatives on August 2nd. This bill provides for $53 million for construction of regulating <br />reservoirs along the All-American Canal and $60 million for the Salton Sea enhancement measures. <br />Included in the Board folder is a copy ofa letter from the CVWD requesting the Board's support of the <br />Colorado River Settlement Facilitation Act. Also, included in the Board folder is a copy of a resolution <br />passed by the CVWD supporting passage of this legislation. Consideration is being given to <br />introducing companion legislation in the Senate. <br /> <br />Release of Environmental Documents for the IlD/SDCW A Transfer <br /> <br />Included in the Board folder for your information is a copy of a July 20, 2001, letter from the <br />State Water Resources Control Board to the chairman of lID, Mr. Andy Horne. In that letter the State <br />Board expressed concern regarding the delay in releasing the environmental docwnentation on the <br />IID/SDCW A water transfer and requested lID to provide the State Board with a status report on the <br />negotiations and the projected release date for the environmental docwnent related to the proposed <br />transfer. lID responded to the State Board's request in a July 24, 200], letter which is included in the <br />handout materia.ls. In its letter, lID explained the reasons for the delay, indicating its commitment to <br /> <br />4 <br />
