Those Secretarial determinations contained in the draft 2002 AOP include: I) storage
equalization and the avoidance of spills' will control the annual releases from Glen Canyon Dam; 2) in
accordance with the Interim Surplus Guidelines, the full domestic surplus criterion will govern the
operation of Lake Mead; 3) any Lower Division state may be allowed to utilize water apportioned to,
but not used by, another Lower Division state; and 4) Mexico will be allowed to schedule the delivery
of 1.5 maf of water during calendar year 2002.

The next meeting of the Colorado River Management Work Group to consider the 2002 AOP
is scheduled to be held on August 28'" and the final consultation meeting with the Basin states
representatives is scheduled to be held on September 26'". Following that meeting, Reclamation's
recommended 2002 AOP will be sent to Secretary of the Interior for her consideration and approvaL

Commissioner of us Section of the IBWC

On July 30, 2001, President Bush appointed former EI Paso Mayor Carlos. M. Ramirez, to
replace John Bernal, as the U.S. Commissioner of the International Boundary and Water Commission
(IBWC). :Mr. Ramirez is only the ninth U.S. Section Commissioner since the formation of the IBWC
in 1889;

Director of the US Fish and Wildlife Service

On July 18th, President Bush indicated that he planned to nominate Steve Williams as Director
of the U.S. Fish and Wildlife Service. Mi. Williams is currently Secretary of the Kansas Department
of Wildlife and Parks, a position that he has held since 1995. A copy ofthe press release is included
in the handout material.

Assistant Secretary of the Interiorfor Fish. Wildlife and Parks

On July 18'h, President Bush indicated that he planned to nominate California Superior Court
judge-Craig Manson as Assistant Secretary of the Interior for Fish, Wildlife and Parks. His prior
experience included being General Counsel for the California Department ofFish and Game from 1989
through 1993. A copy of the press release is included in the handout materiaL

Well1on-Mohawk Transfer Act

As an information item, included in the handout material is a copy of a notice from
Reclamation announcing its intention to convene two public meetings, to be held on August 15\h and
16'", to receive input on the scope of the environmental documents for the transfer of certain works,
facilities, and lands within or adjacent to, the Gila Project to the Wellton-Mohawk Irrigation and
Drainage District (District). TIiis conveyance of title was authorized by the Wellton-Mohawk Transfer
A.ct of June 20, 2000, (P.L. 106-221). Associated with the conveyance of title to the Gila Project the
District has expressed an interest in purchasing certain acquired, public, and withdrawn lands. ,The

comment period on the scope of the environmental impact analysis ends on August 30, 200jo.
