<br />'. <br /> <br />. <br /> <br />. <br /> <br />., <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During June 2001, storage in the major Upper Basin reservoirs increased by 506,000 acre-feet <br />and storage in the Lower Basin reservoirs decreased by 542,000 acre-feet. Total System active storage <br />as of the end of June was 48.585 million acre-feet (maf) or 81 percent of capacity, which is 4.696 maf <br />less than one year ago. <br /> <br />July releases from Hoover, Davis, and Parker Dams averaged 16,280, 16,300 and 13,240 cubic <br />feet per second (cfs), respectively. Planned releases from those three dams for the month of August <br />2001 are 14,390, 13,190 and 10,390 cfs, respectively. The August releases represent those needed to <br />meet downstream water requirements including those caused by reduced operation of Senator Wash <br />reservoir. <br /> <br />The August 1,2001 final forecast of the unregulated inflow into Lake Powell reported that the <br />observed April through July 2001 flow into Lake Powell was 4.30 maf, which is 56 percent of the 30- <br />year average for the period 1961-1990. The forecast of unregulated inflow into Lake Powell for the <br />2000-200 I water year is 6.954 maf, or 59 percent of the 30-year average. <br /> <br />The Lower Division States' estimated conswnptive use of Colorado River water for calendar <br />year 200 1, as estimated by Board staff, totals 8.238 maf and is projected as follows: Arizona. 2.842 mat <br />California, 5.087 maf; and Nevada., 0.308 maf. Estimated additionallinmeasured return flow credits <br />of 0.228 mafwould reduce the total amount to 8.010 maf. For calendar year 2001, it is estimated the <br />Central Arizona Project (CAP) will divert 1.557 maf, of which 0.311 maf is to be credited to the <br />Arizona Water Bank, and The Metropolitan Water District of Southern California (MWD) will divert <br />1.233 mar <br /> <br />The preliminary August I estimate of200 I end-of-year California agricultural conswnptive use <br />of Colorado River water under the first three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement is 3.806 maf. This estimate is based on the collective use through July 2001 <br />by the Palo Verde Irrigation District (PVID), the Ywna Project Reservation Division (YPRD), the <br />Imperial Irrigation District (lID), and the Coachella Valley Water District (CVWD). Figure I, found <br />at the end ofthis report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Ooerations <br /> <br />Draft 2002 Annual Operating Plan <br /> <br />Included in the handout material is a copy of the revised draft of the 2002 Annual Operating <br />Plan for the Colorado River System Reservoirs (2002 AOP). When compared to previous drafts of the <br />2002 AOP, only editorial changes have been made. The recommended Secretarial determinations <br />remained unchanged. <br /> <br />2 <br />
