A copy of that agreement is included in the <br />handout materials for the Board meeting. In a letter dated July 10,2001, the MWD expressed interest <br />in initiating discussions on negotiating a similar interstate water banking agreement. A copy ofMWD's <br />July 10'. letter to Mr. John Smith is included in the Board folder. <br /> <br />Funding Agreementfor Lining the Coachella Canal <br /> <br />The Advance Funding Agreement Among the Bureau of Reclamation, California Department <br />of Water Resources, the Coachella Valley Water District, and The Metropolitan Water District of <br />Southern California was executed on August 18, 2000. That agreement provided for advancing funds <br />to initiate preliminary work necessary for completing the Coachella Canal Lining Project. The first <br />amendment among the signatory parties dealt with administrative modifications to the agreement. A <br />second amendment is now being proposed to provide additional funding for the initial work associated <br />with the Project. This will allow work associated with the Project to continue until conditions have <br />been met for disbursement of funds pursuant to the DWR/MWD Coachella Canal Funding Agreement. <br />Included in the Board folder, for your infonnation, is a copy of a letter from the General Manager of <br />MWD transmitting the proposed second amendment to Mr. Hannigan for his signature. <br /> <br />Basin States/Ten T ri bes Discussion <br /> <br />Living Rivers' Letter Regarding their One-Percent Request for the Colorado River Delta, Mexico <br /> <br />Last month the Board discussed a letter that it had received from Living Rivers asking California <br />to dedicate one percent of the flow of the Colorado River toward restoration of the Colorado River <br />Delta in Mexico. As a result of that discussion, a response was prepared and sent to Ms. Lisa Force, <br />the Executive Director of Living Rivers. Included in the Board folder, for your infonnation, is a copy <br />of the Board's July 27, 2001, letter to Ms. Force. The response indicates that while litigation brought <br />by the environmental groups is pending, the Board was of the opinion that it would be very difficult to <br />address substantive issues or potential management actions involving the Delta. The letter mentioned <br />the ongoing International Boundary and Water Commission's Minute 306 process and indicated that <br />this is the appropriate process for addressing Delta issues. The letter also mentioned the Lower <br />Colorado River Multi-Species Conservation Program and indicated that this program is intended to <br />address the species and eco-system needs along the mainstream of the Colorado River within the United <br />States. <br /> <br />5 <br />
