Reasonable- Minimum Inflow Forecast

Green Mountain Reservoir

If reasonable minimum inflow is forecasted on February I, releases from the reservoir for
bypass of inflow, power, replacement, and reservoir regulation will be scheduled in March
to bring storage to about 85,999 acre-feet by April 30. In order to maximize storage in Green
Mountain Reservoir, releases will be held at or near the minimum required release of 60 W/s
to satisfY downstream water rights on the Blue River from April through June. If~irii~
intlo~~~iti;~l"vail, GreenMountain reservomvmrrjjO~'PiU~_~C-~.,1i~JII
Res~~~.~~effort toenfumcepeakflowsfijrt,thet~~~~li With reasonable
minimum runoff, it is estimated that Colorado Springs and Denver will deplete the Blue
River by about 69,599 acre-feet during the April-July period. The projected April-July Blue
River depletions reflect projected upstream operations for the 1999 water year. The
depletions will cause about f4:6 gigawatt-hours of power interference at Green Mountain
Powerplant. Under the existing operating criteria, Green Mountain Reservoir will not
physically fill given the greater projected depletions and reasonable minimum intlow
condition. Releases in July, August, and September will be made to bypass intlow, for
replacement of Project depletions, and for natural flow shortage to west slope irrigation and
domestic users. Carryover storage at the end of the water year will be 89,998 acre-feet,
which is 44,849 acre-feet below the 3D-year average of 124,840 acre-feet.

Willow Creek Reservoir

If reasonable minimum runoff develops, Willow Creek Reservoir will fill to the content of
8;500 acre-feet by the end of March. This is ~ acre-feet below maximum reservoir
storage. All water in excess of downstream requirements will be pumped to Lake Granby,
totaling 17,999 acre-feet during the April-August period. With minimum required releases
to the river, carryover storage of about 9;OOG acre-feet will remain fit the end of the water
year.

Lake Granby

Storage in Lake Granby will be lowered to 391,988 acre-feet by the end of March. With
minimum inflow, Lake Granby will refill to a maximum of 427,399 acre-feet by the end of
June, which is 112,599 acre-feet below maximum storage capacity. Adams Tunnel
diversions from May through July will be well above average to provide desirable east slope
reservoir storage levels and adequate irrigation deliveries in the Project area. September 30
carryover storage of 368,299 acre-feet would be 45,179 acre-feet below normal and 291,799
acre-feet above dead storage.

filename: CBTA0P98,DFT

23

Preliminary Working Draft July 8,.19W
