If <br />it is the intent that the Navajo and the Rio Blanco diversions of the <br />San Juan-Chama Project are to be operated in accordance with the <br />schedule of minimum stream releases, the data on the divertable water <br />by the project should reflect such operation and the report confirm <br />the same as a project operating principle. On the other hand, if the <br />diversions are to be operated without full compliance with the schedule <br />of minimum stream flow releases, as our analysis of the data discloses, <br /> <br />f <br />, <br /> <br />it would appear that the same should be so reported and that an ad- <br /> <br />justment be made for the loss of fishery values of the two streams to <br /> <br />the State of Colorado. <br /> <br />If there is to be no limit on diversion into the Rio Grande <br /> <br />basin except the water required to be by-passed for vested rights in <br />Colorado, this should clearly be understood as an operating principle <br />of the project, and an evaluation of its effect on fishery values in <br />Colorado should be reconciled therewith. <br /> <br />-16- <br /> <br />.";-.'-; <br /> <br />i. _ -4'.- :' ~ <br />
