Chairman Foote presented the report of the Water <br />Resources Committee and moved that the Council proceed to consider <br />the recommended "Basic Principles" submitted to Council members <br />with the minutes of the October 14, 1966, meeting and the recom- <br />mended "Standards, Guidelines and Procedures" submitted with his <br />report.' Chairman DeConcini (Arizona) presented the report of the <br />Water Policy and Legislative Committee and requested Council <br />consideration of the principles for. "Protection and Furtherance of <br />State and Local Interests" contained therein. <br /> <br />The Council deferred action 0 n both Committee reports until the <br />next Council meeting. Chairman Moses suggested t hat a Liaison <br />Group be formed to review the committee reports and submit recom- <br />mendations to the Council. prior to the next Council meeting. The <br />suggestion was adopted. <br /> <br />Mr. William S. Holden (Idaho) was elected Vice Chairman to fill <br />the unexpired term of Mr.. Raphael J. Moses, who became Chairman <br />when Mr. Freeman Holmer resigned. <br /> <br />Mr. Hiatt reported that the "State Agency Directory" and the "Sum- <br />mary Tabulation of Current Water Resources Investigations" dated <br />November 1, 1966, prepared by the staff were being distributed to <br />all members. He called on Dr. Ernest A. Engelbert, of California, <br />who reported that the Directors of the Western Water Resources <br />Research Institutes had discussed research programs of possible <br />interest to the western states.
